PROBLEM TO BE SOLVED: To transmit many pieces of information signals efficiently by including the many pieces of information signals to a set unit. SOLUTION: A transmitter is provided with a compression means 4 that compresses an information quantity of received information signals and provides an output of the compressed signal in the unit of prescribed blocks and a synchronizing signal addition means 5 that collects output signals from the compression means 4 in plural units and adds a synchronizing signal to them, and the transmitter transmits an outputs of the synchronizing signal addition means 5. On the other hand, a receiver is provided with a synchronizing signal elimination means 7 that receives one synchronizing signal and the compressed information signal as a collection unit and eliminates the synchronizing signal from the received signals and with an expansion means 11 that expands the compressed video signal in the output signal from the synchronizing signal elimination means 7 in each unit.
