PROBLEM TO BE SOLVED: To provide a fluorescent screen manufacturing method for a plasma display panel that improves positioning accuracy, provides uniform phosphor configuration as entire discharge cell, and does not generate dirt on the phosphor. SOLUTION: S is a substrate of a plasma display panel made of insulator material such as low fusing point glass. Barrier ribs 2 are formed of insulator material such as ceramic mixing body on the upper surface of the substrate S to have a height of 120μm at an equal interval of, for example, 240μm. Here, the barrier ribs 2 form a plurality of substantially square frames on the whole surface of the substrate S. Spaces in this frames such as C1, C2, C3, and C4 are discharge cells causing light emission by plasma on the plasma display panel. A dry film 1 is a negative resist having tenting ability (spatial strength), is formed on the upper surfaces of the barrier ribs 2 in thickness of 25μm, for example, and blocks openings of the discharge cells C1, C2, C3, and C4, respectively.
