PROBLEM TO BE SOLVED: To make automatically wirable between two function block terminals without generating a capacitance between the wiring of a circuit part itself inside an intermediate function block and them. SOLUTION: Layout data of respective function blocks are stored in a database and the mask layout layer of rectangular data C for deciding a wiring prohibiting area in the intermediate function block is stored in the database. CPU respectively reads arrangement information, terminal information and a wiring rule in the respective function blocks from the database, generates whole virtual wiring routes by which a connection wiring is executed between the terminals A-A' and B-B' to be connected in the two function blocks in accordance with the respective kinds of information and the rule, excludes the virtual wiring of the wiring prohibition area which is designated by rectangular data C, calculates a route where the wiring distance becomes shortest among the remaining virtual wiring routes and executes the automatic wiring.
