PROBLEM TO BE SOLVED: To improve noise-resistance by forming at least a flange on a measurement pipe side between flanges installed at both sides of a core with a non- electrical conduction material. SOLUTION: A measurement pipe 1 is preferably made with a non-electrical- conduction material such as ceramics. Also, flanges 4a, which are formed with non-electrical conduction materials such as synthetic resin such as PTFE (polytetrafluoroethylene resin) and ceramic, is respectively and integrally installed at both ends of a core 4 wound with an exciting coil 2. Thus, by forming the measurement pipe 1 and the flange 4a (at least, the flange at measurement pipe 1 side) installed at the both sides of the core 4 with a non- electrical-conduction material, an eddy current is not generated at all on surfaces of the measurement pipe 1 and the flange 4a when exciting the exciting coil 2 with a high frequency and loss caused from an eddy current can be reduced.
