PURPOSE: A device to be able to generate the radiant line of high activate and an ion is provided to have the excellent dissolving effect of polluted materials by generating the discharge effect of electricity using an interruption leading device and a light bulb. CONSTITUTION: The interruption leading device contains; a slat-shaped first electrode(24) fed power of high pressure; a dielectric layer(23) laminated in the first electrode(24); a second electrode(22) to generate the circular leading event in the relation with the first electrode(24) by laminating in the dielectric layer(23); an insulation container(28) to embody the first and the second electrodes, and the dielectric layer; an insulation oil filled in the insulation container(28).
