PROBLEM TO BE SOLVED: To simplify a control procedure in the case that a mobile radio terminal selects a new radio base station. SOLUTION: A radio terminal acquires a radio base station identification number of a hand-over destination by using a radio interface and informs radio base station devices 2, 3 making communication about the name of a base station and its own radio terminal identification number, a packet transfer device 4 recognizes the radio base station devices 2, 3 of the hand-over destination and informs the radio base station devices 2, 3 of the radio terminal identification number, the radio base station devices 2, 3 of the hand-over destination stores the terminal identification number and a radio terminal device 1 selects the radio base station devices 2, 3 of the hand-over destination and informs the base station device of the radio terminal identification number and the radio base station devices 2, 3 of the hand-over destination collate the stored radio terminal identification number with the informed radio terminal identification number to confirm the radio terminal equipment 1.
