PURPOSE: A device fusing a non-defined form copolymer polyester backing sheet and a polyvinyl chloride sheet is provided to form a two-piece card structure such as an identification card. CONSTITUTION: The device contains: a compressor to form a two-piece structure by facing sheets, and by compressing together; a first device to apply heat only in a first polymer sheet during compressing the sheets together in a heating and in a compressing to perform an early fusion of the first and a second polymer sheets; a device to cool the second polymer sheet during compressing the sheets together; a second device to apply heat only in the first polymer sheet under the atmospheric pressure to perform the inter-complete fusion of the first and the second polymer sheets.
