PROBLEM TO BE SOLVED: To suppress the plastic deformation by the stress even if a spring is preliminarily distorted at the insertion of a fuel rod by dividing a key window in short side direction in an outer strap. SOLUTION: An outer strap 30 comprises a substantially flat spring 32 formed in the short side direction (direction A) of a body 31. In the spring 32, both longitudinal ends 32a are connected without being punched from the body, and both ends 32b are punched and protruded from the surface of the body 31 as the whole to most largely protrude a center part 32c, so that a fuel rod is elastically pressed by the center part 32c. The spring 32 is arranged in the longitudinal direction of the body 31 at prescribed intervals so as to be situated in the center of one wall surface when the grid space is partitioned by the outer strap 30 and an inner strap. A pair of key windows 33a, 33b divided in the short side direction is formed between the adjacent springs 32. The key windows 33a, 33b are separated to upper and lower sides to a centerline L and formed so as to be linearly symmetric.
