SOLUTION: A solid waste 1 containing radioactive materials including high- melting point and strong-activity metals is put into a crucible 4 provided with a plasma torch 5 and an electrode 6 in the inert atmosphere little by little in sequence, only the newly put solid waste 1 containing radioactive materials is fused by heating via the direct strike of arc plasma 9, and the next solid waste 1 is put into the crucible 4 after the previous solid waste 1 is completely fused by plasma heating. The solid waste 1 mainly containing radioactive materials is fused by the direct strike of the arc plasma 9, and solidification proceeds at a place apart from the plasma-heated portion.
