摘要 PROBLEM TO BE SOLVED: To prevent image deterioration from occurring at the time of decoding by detecting a motion vector from a luminance adjustment dynamic image signal, when many contour parts are included in an image in a fade-in or fade- out state and encoding with motion compensation prediction which corresponds to the motion vector. SOLUTION: A fade detection circuit 22 compares a dynamic image data signal Dn with a dynamic image data signal Dn-1, and when it detects the occurrence of fading, it supplies a luminance correction signal YC which corresponding to a mean luminance rise level to a luminance adjustment circuit 24. The circuit 24 adjusts the luminance level of the entire dynamic image data signal Dn according to the luminance correction signal YC and supplies a luminance adjustment dynamic image data signal Dn' to a selector 26. Meanwhile, a contour detection circuit 25 detects whether or not many contours are included in the image of the signal Dn. The selector 26 supplies luminance adjustment dynamic image data signal DHn to a motion vector detection circuit 19, only when fading is detected and the image has many contour parts.
