PROBLEM TO BE SOLVED: To provide an operation control method which prevents operation control discrepancy after operation change occurrence, is safe and also has high operability. SOLUTION: The configuration of an operation controller 400 is provided with a system state managing part 407, a system sate management table 408 and a system state storage file 409 which stores the content of the table 408. When the part 407 receives a processing request from an operation controlling part 401, it reports the content of a configuration definition data file 406 and the content of the table 408 or the requested content of the table 408 to the part 401 in accordance with the request content and issues a control instruction. When the part 407 receives control completion response from the part 401, it changes the content of the table 408 and updates it according to the response. After that, when it receives a processing request from the part 401, the part 407 makes a report based on the updated content.
