PROBLEM TO BE SOLVED: To realize charging for respective users when a plurality of users use the telephone set of the same number. SOLUTION: A cable telephone set 41 sends individual certification information stored in a card 51 to a monetary facility 88 through communication business enterpriser facilities 70 and 84. In the monetary facility 88, a card certification part 92 refers to card certification information and use storage, which are stored in a storage device 90, and judges whether use permission is given or not. A notice pat 94 returns certification information and restriction information in a payment restriction part 93 to the communications business enterpriser facility 70. A charging change destination, connection information and a notice by a card certification result are preserved in the temporary registration/ recording part 96 of the communication business enterpriser facility 70. An exchange control part 97, a charging control part 98 and a notice/guidance part 99 charge a call rate by using a registration/recording content. The object of charging is changed not to the possessor of a telephone number but to the possessor of the card 51, who is certified by the card 51.
