PROBLEM TO BE SOLVED: To provide a dynamic image scrambler without causing any image quality deterioration, even in the motion compensation prediction orthogonal transform coding like the MPEG2 coding. SOLUTION: This scrambler/discrambler is provide with a scrambler 103, that scrambles an input video signal 111 and a video encoder 108 that applies inter-frame prediction coding to a video signal after scrambling, and the scrambler 103 selects a frame not used for an inter-frame prediction reference image by the video encoder 108 from the input video signal 111 and applies scrambling to the video signal of the selected frame by replacing pixels within a prescribed range in a vertical direction in the unit of slice or replaces pixels within a prescribed range, in the horizontal direction in units of plural consecutive macro blocks. |
