PROBLEM TO BE SOLVED: To utilize effectively a communication line at a high processing speed by setting a connection designated through a link relation to be a connection, with respect to a setting request on the occurrence of a setting request of a new communication connection. SOLUTION: When a link setting section 212 generates a correspondence table 220 between CN and VPI/VCI, the section 212 generates a non-used CN pointer table 221. Furthermore, a connection control section 211 generates a management table 222 based on the unused CN pointer table 221 generated by the link setting section 212. When a setting request of a new communication connection arrives, a CN1 which is a head CN acts like a new communication connection and the CN is revised into a CN2 that is pointed out by a head record pointer P1 of the management table 222. Then the pointer P1 is deleted and the CN1 is deleted from the unused CN pointer table 221. As a result, the connection which is not in use can be set without conducting retrieval.
