PROBLEM TO BE SOLVED: To reduce the increase of processing load caused by flow control at an ATM node. SOLUTION: Each time cells received through a virtual connection(VC) 43B are completely transmitted to a VC43C just for a prescribed number, at a node 42B to become the virtual receiving terminal of that VC43B, the transmission completion of these cells is reported through that VC43B to a counter transmission side node 42A by an RM cell 44 and at that transmission side node 42A, a transmission cell rate is calculated from the reception interval reported by this RM cell 44 and the number of completely transmitted cells.
