PROBLEM TO BE SOLVED: To obtain a semiconductor integrated-circuit device which reduces a power consumption sharply by a method wherein the inessential electric charge of a word-line potential is reused for other power supplies. SOLUTION: When a selected subword line SWL is shifted so as not to be selected in a semiconductor integrated-circuit device, a main word line MWL is set to a signal Lo. Then, the output of an inverter 20 is set to a signal Hi. A step-down voltage VPERI is outputted to an inverter 24. A transistor 25 is turned on. In addition, the output of transistors 21, 22 which are constituted as an inverter becomes the signal Lo. While the electric charge of the subword line SWL which is the potential of a step-up voltage VPP is being discharged to a ground potential VSS via the transistor 22, it is supplied to the step-down voltage VPERI via the transistor 25, and an inessential electric charge which is stored in the subword line SWL can be supplied to the step-down voltage VPERI.
