PROBLEM TO BE SOLVED: To conduct communication by selecting automatically a best communication route based on connection signals received by each communication route till a terminal station receives the connection signal, connects a line and starts the communication so as to select the best communication route at all times. SOLUTION: An acquisition signal reception processing 1 receives an acquisition signal, a reception electric field input measurement processing 2 measures a reception electric field input, a reception electric field input maximum value registration processing 3 registers the measured value and the communication route and a line connection processing 4 connects a line. Then a start signal reception processing 5 and the acquisition signal reception processing 1 are activated and when an acquisition signal is newly received, the reception electric field input is again measured. A reception electric field input comparison processing 8 compares this information with a maximum value having already been registered, and when this information is higher than the maximum value, the reception electric field input maximum value registration processing 3 registers the measured value and the communication route. A simultaneous channel setting processing 6 receiving a start signal sets a simultaneous channel for the communication route with the maximum reception electric field input value that has already been registered to select the best communication route.
