PROBLEM TO BE SOLVED: To allow even a terminal at a receiver side with low performance for reproducing a holding tone to normal level by temporarily stopping voice input and transmission, when a holding side terminal starts holding to select holding tone data for the reproduction by the holding terminal, thereby reproducing the holding tone without increasing the processing load of the holding side terminal. SOLUTION: A mouse 903 or a keyboard 904 is used to conduct operation denoting start of holding in an internet telephone terminal A 901 in a voice speech state, the internet telephone terminal A 901 stops temporarily a voice input which has thus far been picked up by a microphone 905, and then reads compressed holding tone data (G. 729) 912, assembles the data into packets and sends the packets to an internet telephone terminal B 902 which is a communication opposite party. The internet telephone terminal B 902 selects the read compression holding tone data so as to be decoded and reproduced from the received voice data that are decoded and have been reproduced from a loudspeaker 906 of the internet telephone terminal A 901.
