PROBLEM TO BE SOLVED: To reduce the scale of a transcoder and to suppress the deterioration of an image caused by recoding. SOLUTION: A coding parameter multiplexer 103 multiplexes a present coding parameter and coding parameters of plural generations included in history information supplied from a history decoder 104 to video data supplied from a decoder 102 to output to a coding parameter separator 105, as the digital video signal of a base band. The separator 105 selects a coding parameter to be used for coding by a coder 106 to output to the coder 106 as the present coding parameter and output the coding parameters of the remaining plural generations to a history coder 107. The coder 106 encodes video data supplied from the separator 105, using the present coding parameter to generate a bit stream and multiplexes user data, including the coding parameters of the plural generations supplied from the coder 107 as history information to the bit stream for outputting to the transcoder of a post-stage.
