摘要 <p>PROBLEM TO BE SOLVED: To improve image deterioration at the image edge part of a coding object image by deciding the degree of image deterioration in a small area at the edge part of the coding object image and setting quantization width to the small area, based on the decision result. SOLUTION: A motion vector analogizing means 111 analyzes motion vector information 124 and outputs motion information 127 to a macroblock, at an image edge part to a deciding means 114. Meanwhile, an error quantity operating means 112 calculates error quantity between an input dynamic image signal 115 and a local decode image signal 122 and outputs error quantity information 128 to the means 114. Also a motion vector deciding means 113 analyzes differential motion vector information 129 and gives motion information 130 to the macroblock, at the image edge part to the means 114. The means 114 decides whether or not image deterioration occurs in the macroblock at the image edge part, by using at least one piece of these various information and outputs a control signal 131 which makes quantization width selected to a quantizer Q 104.</p>
