PURPOSE: A digital video coding apparatus is provided to assume a picture quality of a host video by performing a distribution analysis against a decoded signature video and an original signature video. CONSTITUTION: The digital video coding apparatus comprises: a first discrete wavelet converting part(202) for receiving a host video to be transmitted, wherein the first discrete wavelet converting part performs a discrete wavelet conversion to output a M times M wavelet coefficient when an integer of a predetermined amount is M; an original signature video storage part(204) for storing a video suitable for an ANOVA(analysis of variance) analysis as an original signature video; a second discrete wavelet converting part(206) for receiving the original signature video, wherein the second discrete wavelet converting part performs a discrete wavelet conversion to output a M times N wavelet coefficient when an integer less than N is N; and a coefficient replacement/combination part(208) for replacing and combining the M times M wavelet coefficient to the N times N wavelet coefficient by use of a M times N position set information according to a predetermined rule.
