A condition checking unit judges condition indicating possibility of performing arbitrary communication between the data communication units (18) of the image forming apparatuses (1-5). When the judgment result is affirmative, the possibility of the communication is transmitted to data communication units. When the judgment result is negative the same is indicated to the data communication units.
