PROBLEM TO BE SOLVED: To separately install a valve body from a drive source for opening/ closing the valve by connecting a drive shaft of a rotation drive for opening/ closing the valve to a valve stem of the valve via a flexible connecting rod. SOLUTION: A valve 2 is provided on the way to a pipe 1, the valve 2 has a valve stem 4 projected from a valve casing 3, a handle for opening/closing operation is installed in the tip of the valve stem 4, and a pipe whole body including the valve 2 is covered with a heating means 5 such as heat insulating material. On the other hand, the rotation drive 11 for opening/closing the valve 2 is provided with a mechanism rotating the drive shaft 12 by an air pressure or a motor and the drive shaft 12 and the valve stem 4 of the valve are connected together by a flexible connecting rod 21. This constitution can improve the freedom degree of the installation of the valve 2 and the rotation drive 11. This constitution can also respond to the failure quickly.
