PROBLEM TO BE SOLVED: To provide an extra fine steel wire having high toughness, manufacturable by a practical and industrial method while permitting nonmetallic inclusions of a size short of deterioration in productivity and also to provide a useful method for the manufacture of such an extra fine steel wire having high toughness. SOLUTION: This is an extra fine steel wire containing 0.1-1% C and having 10-50μm wire diameter. In the steel wire, Al concentration is regulated to <=0.00015% and alumina (>=70% Al2O3 concentration) and spinel (>=90% MgO+ Al2O3 concentration), both having a size ranging from 1/3 to <1/2 of wire diameter, are regulated to <=2 pieces per kilogram of steel, and further, the steel wire is practically free from nonmetallic inclusions of a size not smaller than one-half the wire diameter.
