PROBLEM TO BE SOLVED: To inhibit the phase separation of a modifying material from asphalt. SOLUTION: The phase separation of a modifying agent from asphalt in a road paving modified asphalt is inhibited by mixing a polymer-mixed asphalt having, as the modifying agent, at least one of a rubber such as a styrene/ butadiene copolymer and a thermoplastic elastomer such as a styrene/butadiene block copolymer with an oily surface active agent such as a polyoxyethylene nonylphenyl ether.
