PROBLEM TO BE SOLVED: To enhance the decreasing effect of vehicle noise by forming granular rubber chips and fibrous rubber chips by a binder to form an elastic pavement block having a specified porocity. SOLUTION: Granular rubber chips and fibrous rubber chips are prepared by grinding waste materials of rubber moldings such as used tires and cutting tread parts when producing recycled tires or the like. The granular rubber chips and the fibrous rubber chips are mixed together at a ratio of 95:5-20:80 in weight and bound with a binder such as an epoxy-based adhesive or an isocyanate-based adhesive or the like to form a specified shape for elastic pavement blocks having 30-50% in void. Further, pigment, an ultraviolet ray absorber for improving weatherability, and an additive such as an antioxidant or the like are added for instance to the binder if necessary. In this way, weatherability can be improved and the decreasing effect of noise of vehicles can be enhanced. Further, traveling of vehicles can be stabilized even in a wet condition.
