PROBLEM TO BE SOLVED: To make settable and changeable the liq. distribution mode of an electrolyzer to a liq. distribution mode desired by a user even if an abnormality or failure is caused in the electrolyzer. SOLUTION: The state of setting switches A and B is confirmed by a first controller 41 based on the mode setting information from a mode setter 39. When both setting switches A and B are off, a second solenoid valve 15 for opening a first stop valve 31c and a second stop valve 31d is driven to close an inner pipeline 4, a pump 23 is stopped, and power supply between the electrodes 29a and 29b is stopped. When the setting switch A is off and the setting switch B on, the first stop valve 31c is opened, and the second stop valve 31d ic closed. When the setting switch A is on and the setting switch B off, the first stop valve 31c is closed, and the second stop valve 31d is opened.
