PROBLEM TO BE SOLVED: To provide a 9C alcohol composition which shows a high performance in any of its cold resistance, its heat resistance or its electrical insulating properties or in more than one of these, depending on its use, and its phthalic acid diester plasticizer composition. SOLUTION: This 9C alcohol composition is a composition of an aliphatic alcohol with a carbon number of 9. For each 9C alcohol component contained in the composition, the minimum number of chemical bonds between two atoms concerning every combination of two atoms in a chemical structural formula omitting hydrogen atoms is obtained, and the total (WI) of the number of chemical bonds is calculated. Here, the weighted average (WA), obtained by averaging WI on the basis of the weight composition of each 9C alcohol component, is 134<=WA<=155.
