SOLUTION: A guide roll mechanism 20 is formed by disposing a plurality of guide rolls 21 of the same diameter and length between a spreading roll 7 and a winding roll 4 in parallel to each other with high precision, and setting the guide rolls 21 so as to be forcibly-driven at the same rotational peripheral speed by a driving motor 24, and is also formed so that a film-shaped tape Fa spread by the spreading roll 7 may be wound while drawing is being controlled at a constant low winding tension as plus drawing.
