PROBLEM TO BE SOLVED: To prevent the decrease of dust collecting capacity caused by leaked current due to the rise of temp. of a dust collecting part and the generation of an impossible start-up. SOLUTION: A high voltage is applied to a dust collecting part 2 from a high voltage output part 3. In such a case, the current of the high voltage output part 3 is detected by a current detecting part 4 and when the current exceeds a certain value, an air blow part 5 is controlled by a control part 1 so as to temporarily increase sucked air quantity. When the current detected by the current detecting part 4 is not lowered to a certain value for equal to or above a fixed time after the increase of the air quantity, the control part 1 controls an information part 6 to inform a user of an abnormality.
