PROBLEM TO BE SOLVED: To obtain a curable resin being stabilized as an aqueous solution curable at a low temperature having excellent shelf stability by condensing a phenol with an aldehyde in the presence of ammonia and/or an amine and then sulfomethylating and/or sulfimethylating the precondensate. SOLUTION: (A) A phenol-based compound is condensed with (B) an aldehyde (donor) in the presence of (C) ammonia and/or amine to give a precondensate, which is sulfomethylated or sulfimethylated. The resin is obtained by condensing the component A with the component B in the presence of the component C, adding a sulfomethylating agent or sulfimethylating agent at an arbitrary stage and sulfomethylating and/or sulfimethylating the precondensate. For example, phenol is reacted with formalin, sodium hydroxide and sodium sulfite and with triethanolamine to give a precondensate.
