PROBLEM TO BE SOLVED: To efficiently reduce the volume of surplus water generated when sludge is dehydrated by evaporating the water using sunlight. SOLUTION: The upper surface of a container storing water containing pollutants or water pollution causing substances with a concentration higher than a fixed level is constituted of a transparent lid 2 so that sunlight is made incident into the container. Air outside the container is supplied into the container by a blower 9 to discharge the air inside the container containing water vapor of wastewater through a filter 11. In such a way, the stored wastewater is evaporated to reduce its volume. Moreover, the pollutants and the like which exist in the water are caught by the filter 11 after the evaporation of the water not to pollute the outside environment.
