PROBLEM TO BE SOLVED: To prevent the climbing of polluted water over the upper side of a coupling portion for diffusion prevention units by coupling means even though two neighboring diffusion prevention units have been strongly coupled together by the coupling means. SOLUTION: This apparatus has a diffusion prevention unit 6 which is capable of dividing underwater space into the right and left sections and coupling means 7 capable of coupling together a plurality of diffusion prevention units 6, 6 arranged in back and forth directions. The coupling means 7 is equipped with a long-sized main floating body 13 floated on the water surface 12, and a curtain 16 extended underwater with the upper end edge coupled to the main floating body 13. Each coupling means 7 is equipped with a coupling buoy 19 arranged near both the end portions and floated on the water surface 12 facing each other of each main floating body 13 in neighboring dispersion prevention units 6, 6 and a coupling device 20 for connecting end portions of each main floating body 19.
