PROBLEM TO BE SOLVED: To easily bring down a lower clamp plate lower than a pass line by a simple mechanism and at the same time, to make the lower clamp plate not be broken even when outer force is exerted from the lower part of the lower clamp plate in an unclamped state. SOLUTION: A clamp cylinder is mounted on a clamp housing 3 in a floating state, an upper clamp plate 47 is provided movably up and down against a lower clamp plate 43 fixed to the lower part of this clamp cylinder, the rear end of the upper clamp plate 47 is provided at the lower part of a piston rod 29, one end of an arm 57 is connected to the upper end part of the piston rod 29, the arm 57 is provided turnably to a hinge block 53 provided at the upper part of this clamp cylinder with a pin 55, further, a push pin 63 capable of abutting on the other end of the arm 57 is provided in a push pin block 61 on the clamp housing 3 and then, an energizing member 65 to energize the push pin 63 always downward is provided to a push pin block 61.
