PROBLEM TO BE SOLVED: To provide the subject apparatus easy in maintenance and inspection. SOLUTION: A colorless transparent glass pipe 18 having ultraviolet permeability is arranged in a treatment tank 17 and a UV lamp 19 is arranged in the glass pipe 18 so as to provide a gap while an ozone generator 16 connected to the upper part of the glass pipe 18 and the lower part of the treatment tank 17 through a supply pipe 12, a supply pump 13 and supply pipes 14 and 15 and supplying ozone gas 2 to the supply pipe 14 is connected to a raw water tank 11 storing raw water 1 containing a harmful substance such as a hardly decomposable substance (e.g.; organohalogen compd. such as dioxines) and even if the decomposition treatment of the harmful substance in the raw water 1 is performed over a long period of time by supplying ozone water 3 from the upper part of the glass pipe 18 to generate water streams along the peripheral surface of the UV lamp 19 from above to below, the adhesion of various org. or inorg. matters to the peripheral surface of the UV lamp can be prevented.
