PROBLEM TO BE SOLVED: To fix a holder arm in its basic position so as to prevent noise caused by vibration and impact by providing a holder with a locking device, locking the holder arm in the basic position by the locking device, and releasing lock by opening a cover. SOLUTION: A slider 32 is provided to lock a holder ring 16 in its basic position, and a cover 14 is fitted to a base plate 12. The cover 14 with its hollow side placed in a closed position covers the base plate 12 and the holder ring 16. The cover 14 is provided with arms 18 of circular arc shape, and the holder ring 16 is connected to the upper side of the base plate 12 by a turning pin connection part 22 so as to be turnable from a vertical basic position into a holding position. When the cover 14 is turned downward into an open position, a slide pin fitted to the end of one arm 18 slides the slider 32 upward against leg spring force. The holder ring 16 is thus released from lock and turned into the holding position.
