PROBLEM TO BE SOLVED: To safely and speedily lift a cargo bearing base to a height allowing a vehicle to travel by a winch without applying a burden on a worker in case of cutting of a wire of a cargo bearing base elevation device. SOLUTION: Posts 1 are respectively provided to stand on the right and left at a back part of a cargo 7 of a cargo handling vehicle, sliders 2 are respectively inserted into the posts 1 to be freely elevated by supplying and drawing a wire 5 by a drive unit 6, and a cargo bearing base 3 is supported by the sliders 2 in a cargo bearing base elevation device, where a winch 8 to forcedly lift the cargo bearing base 3 is provided outside or inside the posts 1.
