PROBLEM TO BE SOLVED: To reduce incompletely burned product in exhaust gas by obtaining an extract mainly containing an organic material by using an extraction agent, simultaneously obtaining an extract residue mainly containing water, then burning the liquid by a burner, and supplying the residue of the water into a thermal decomposition furnace, thereby efficiently treating it. SOLUTION: Waste liquid 32 is supplied to an extracting unit, and a component to be extracted in the liquid 32 is extracted to oil by an extraction agent such as kerosene 31 or the like. Thereafter, separated liquid 38 is transferred to a burner, and burned together with combustion gas 34 by the burner 2. Meanwhile, a residue which is not extracted is sprayed as an extract residue 39 of water in an incinerating furnace 1 from a shoulder in a liquid combustion furnace, and thermally decomposed at a high temperature. At this time, since the liquid 32 is once extracted by the kerosene 32 of the like and many components having high boiling points and polymer are removed from the residue 39, its viscosity is lowered, and particle size of the sprayed liquid droplets is reduced. Accordingly, a concentration of incompletely burned product to be carbonized in the combustion furnace can be reduced.
