PROBLEM TO BE SOLVED: To effectively use papermaking sludge ash or coal ash by adding papermaking sludge and/or coal ash containing CaO enough to enhance the strength of a soft ground to a required value, to the soft ground and then excavating the improved ground. SOLUTION: A ground-improving material including papermaking sludge and/or coal ash as effective components containing a sufficient quantity of CaO, containing 10-20 wt.% preferably, to enhance the strength of a soft ground to a required value is applied for the soft ground and then the improved ground is excavated. An excavating machine 11 equipped with a trencher in a back hoe for instance is prepared, and papermaking sludge and/or coal ash are continuously and pneumatically conveyed to a ground 21 to be excavated and mixed with the ground 21. In this way, the ground can be strengthened (improved) at a stretch as deeply as about 5 m. Accordingly, papermaking sludge and/or coal ash can be effectively used for excavation of ground.
