PROBLEM TO BE SOLVED: To improve not only workability but also spreading performance and reliability by attaching a buffer member to the side edge of a sound insulation and windbreak wall board and combining a spacer with clamping metal fittings or attaching a slope face and the buffer member and further, providing a clamping means for the lower edge part. SOLUTION: The side edge 2a with a buffer member 3 of a sound insulation and windbreak wall board 2 is arranged at the inside face of a flange 1a, and a spacer 6 is fitted to the outside of climping metal fittings 5 counterposed in a web 1b. A bolt and a nut 7a, 7b are inserted in bolt holes 6a, 5c and an oblong hole 1c formed in the spacer, the clamping metal fittings, and web and fastened to fit them. A back pressure F is exserted on the clamping part 5b of the clamping metal fittings by press-in of the spacer to fasten the side edge 2a with the buffer member and clamp it.
