PROBLEM TO BE SOLVED: To provide a polarization maintaining optical fiber coupler manufacturing device fixing a polarization maintaining optical fiber without imparting an adverse effect of external force, etc., to the polarization maintaining optical fiber, adjusting an angle of a polarization axis of the polarization maintaining optical fiber while fitting two pieces of polarization maintaining optical fibers in the state stuck to each other, reducing a handling time at a manufacturing time, improving the adjustment precision of the angle of the polarization axis and further, fixing the polarization maintaining optical fiber with less suction force. SOLUTION: A clamping device fixing the polarization maintaining optical fiber 1 is provided with a clamp base 7 having plural adjacent optical fiber housing grooves 8, and the bottom parts of the optical fiber housing grooves 8 are a curved shape corresponding to the external shape of the polarization maintaining optical fiber 1, and the manufacturing device is provided with a suction hole for sucking the polarization maintaining optical fiber 1 into the optical fiber housing groove 8.
