SOLUTION: This controller is equipped with a water reception amount planned value setting means 11 which sets a planned value of the receiving amount of water to the water distribution reservoir of a water supply plant, a water distribution amount planned value setting means 12 which sets a water distribution amount planned value, a water distribution reservoir water level target value arithmetic means 13 which calculates a future water distribution reservoir water level target value according to the current water level, water reception amount planned value, and water distribution amount planned value of the water distribution reservoir, an actual result value collecting means 16 which stores the actual result value of the plant, an actual result value retrieving means 14 which retrieves an actual result value similar to the current transition of the plant from the gathered actual result values, a water distribution amount correcting means 15 which calculates a water distribution amount target value by correcting the water distribution amount planned value according to the retrieved actual result value, and a water distribution amount control means 17 which controls the amount of water distributed from the water distribution reservoir according to the water distribution amount planned value.
