PROBLEM TO BE SOLVED: To accurately eliminate noise under noisy environment by extracting spectrum information on the sound at an estimated noise position and performing the noise removal from the input sound in a sound section included in a certain period after the extraction by using the spectrum information. SOLUTION: A noise section estimation part 104 estimates as a silence section (section of noise) a period of 0.1 second around the point of time when the power is minimum and sends the power obtained from the waveform in the section to a sound section detection part 105 and the power spectrum of the waverform in the same section to a sound recognition part 106. The sound section detection part 105 judges that the input waveform is the waveform of the sound section when the power of the input waveform inputted in real time from a sound input device is larger than the sound section segmentation threshold determined with the noise power obtained by a noise section estimation part 104 and the judgement lasts for a certain time.
