PROBLEM TO BE SOLVED: To quickly and efficiently heat pressurized water for a test by warming the pressurized water by an inline heater while circulating the pressurized water by a circulation pump. SOLUTION: On-off valves a-d are closed, on-off valves e-k are opened for activating a circulation pump 17, and water for a water-pressure test in a tank 16 is circulated. Then, vapor is introduced to an inline heater 18 from piping 19, and pressurized water being circulated is warmed, thus allowing the temperature of a large amount of water for test to rise quickly, and hence reaching a specific temperature where the water-pressure test can be made. At that time, the vapor of the circulation pump 17 and the inline heater 18 is stopped, and at the same time the on-off valve k is closed. Also, the opening of the on-off valves e-g, i, and j is adjusted, thus separately setting the water chamber of each water-supply heater 1 and the testing pressure of a body.
