PROBLEM TO BE SOLVED: To remove malfunction in resend control due to the transmission/ reception of invalid resend request information by executing resend control based on resend request information receiving/canceling signal and resending request information validating/invalidating signal respectively returned from a base station and a mobile station. SOLUTION: In the case of switching of an incoming line control channel from a base station 2-1 when a fault occurs in the incoming line control channel, a control part in the base station 2-1 detects the fault in the incoming line control channel and switches the incoming line control channel between the base station 2-1 and a mobile station 3. In the transient state (from the start of switching of the control channel up to its completion) of switching of the control channel, the base station 2-1 cancels a resend request information receiving/canceling signal and invalidates a resend request information validating/invalidating signal to avoid that the base station 2-1 receives the invalid resend request signal. Thereby resend control between the base station 2-1 and the mobile station can be normally executed after the completion of switching of the control channel.
