PROBLEM TO BE SOLVED: To attain the efficiency of charge decision by automating decision of the charge of an object to be delivered. SOLUTION: This device is equipped with a scale 1 for weighting a weight of the object 7, a table 2, a shift mechanism 3 and a shift position detection means 5 for measuring a height by pressing the object from above and a camera 4 for fetching the video of the upper surface of the object installed on the shift mechanism 3. The device performs automatic decision of the weight and the size of the object and decision of a charge by moving the camera to a specified distance L in accordance with the height of the object and deciding the size of the upper surface of the object from the video of the camera.
