PROBLEM TO BE SOLVED: To conduct distribution through simultaneous broadcast for reducing a device scale without arranging multiplexer circuits, whose number is equal to the number of video conference terminals of an image coder at a distribution destination. SOLUTION: A multi-point video conference controller 1 establishes capability exchange multiple processing and communication with a transmitter origin video conference terminal 3 and sets the frame configuration of transmitter origin multiple processing, distribution multiplex processing and the capability exchange multiplex processing to the same. Furthermore, the multi-point video conference controller 1 conducts line connection by setting the frame phase of the distribution multiplex processing identical to that of the capability exchange multiplex processing. Thereafter, after the multi-point video conference controller 1 completes the capability exchange multiplex processing with a distribution destination video conference and establishes communication, the multi-point video conference controller 1 conducts simultaneous broadcast (or sequential broadcast) of video and/or voice data to plural distribution destination video conference terminals 4-1 to 4-n to distribute them in the lump (or time serial distribution). |
