SOLUTION: A video transmitting terminal 20 sends a control code to a camera control circuit 12 and controls a video camera 10. A client terminal 60 transmits a control signal of the camera 10 to the terminal 20. The terminal 20 controls the camera 10, based on the received control signal and sends the state of the camera 10 back to the terminal 60 via a network 100. The terminal 60 shows the state of the camera 10 on a bit map display 135 and can transmit a control code of the camera 10 to the terminal 20 via a keyboard 130, etc.
