PROBLEM TO BE SOLVED: To effectively measure a water content of a microorganism or the like of an object to be measured with a low power consumption in a short time with a relatively simple constitution. SOLUTION: Oxygen permeability according to a water content of a material 2 changing in the permeability in response to the content is measured by an oxygen sensor 3. The content of the material 2 becomes similar to a microorganism carrier by placing the material 2 in the same environment as that of the carrier in a treatment tank. Then, an estimating unit 4 estimates the content of the carrier based on an output of the sensor 3, and output it. |
