PROBLEM TO BE SOLVED: To provide an electrolytic capacitor of a large capacity fully close to a designed capacity, and a method for easier manufacturing. SOLUTION: This electrolytic capacitor has a conductive high polymer layer for a cathode or electrolytic electrodes 9a and 9b are formed on at least one side surface of an anode valve metal, at an anode valve metal foil which has a throughhole while having the surface roughened, and electrolysis is performed with the high polymer layer as an anode 2 in a conductive monomer solution, to form an electrolytic formation conductive high polymer layer 4 on the surface of a dielectrics oxide coat of the valve metal foil, thus providing an electrolytic capacitor. An electrolytic capacitor with a large capacity fully close to designed capacity is thus provided easily.
